TWIC is a REQUIREMENT for those working in ANY capacity at a Facility coming under the MARITIME SECURITY ACT. Without a TWIC, anyone working within a designated Facility will require an ESCORT if not in possession of a TWIC. Most Facilities will not be able to accommodate the stringent ESCORT REQUIREMENT, therefore it is highly suggested that those having regular business at a MARITIME SECURITY FACILITY acquire a TWIC. While implementation is not expected until FALL 2008, the Captain of the Port can call for compliance at an earlier date.
The Port of Philadelphia will begin enrollment on December 13th; the Port of Wilmington has already begun the enrollment process.
As a Public Service, the Delaware County LEPC is providing an easy step by step process to pre-enroll and answer related questions regarding the process.
It is HIGHLY RECOMMENDED that pre-enrollment occur through the web link provided and that the "TWIC Applicant Certification Form" be completed. Answer ALL questions in the PRE-ENROLLMENT process to save valuable time. The "Applicant Certification Form" should be copied , completed, and signed prior to enrollment; the document MUST be presented at ENROLLMENT.
Information as to REQUIRED Proof of Identification, and possible Disqualifiers is also provided.
Begin by reviewing the "TWIC ENROLLMENT" Document. Read and follow the directions CAREFULLY. This should answer a majority of questions and provides detail as to the process.
Make sure you print a copy of your Pre-Enrollment Receipt, this will needed along with your "Proof of ID" as specified, "Applicant Certification Form", and Payment as allowed (review what is ACCEPTED).
